The domain dispute policy appears to be patterned after the pre-2000 policy of Network Solutions, in which a trademark owner may challenge any domain, and if the registrant does not also have a trademark on the name it goes on hold and nobody can use it; the only way the registrant can regain use of a challenged domain is to file suit.
