  1. Martial Célestin (February 1988 - June 20, 1988)
    • A lawyer by profession, Célestin was named to his post by Preisdent Leslie Manigat in March 1988 under the provisions of the 1987 Constitution, and was approved by the Parliament that formed as a result of the January 17, 1988 elections. He was deposed by the coup that took place on June 20.
  1. René Garcia Préval (February 1991 - September 2, 1993)
    • Born on June 17, 1947, in Port-au-Prince, he went into exile following the September 30, 1991 coup. In 1995, he became the first President to leave office as a result of the natural expiration of his term.
  1. Jean-Jacques Honorat (October 1, 1991 - June 19, 1992)
    • Honorat was the first of the Prime Ministers named by the new government after the bloody September 30 coup.
  1. Marc Louis Bazin (June 19, 1992 - June 8, 1993)
    • Bazin was a former United Nations functionary and Minister of Finance and Economy under the dictatorship of Jean-Claude Duvalier. He was appointed on June 4 by the military government that had seized power on September 30 of the previous year.
  1. Robert Malval (September 2, 1993 - October 1994)
    • An industrialist and business leader, Malval was born on Jult 11, 1943 in Port-au-Prince. He was appointed on August 16 by the President-in-exile, Jean-Bertrand Aristide, who give Malval the task of reconciling the feuding parties. He remained Prime Minister until Aristide returned. At the end of the month of October, Malval resigned his post.
  1. Smarck Michel (November 8, 1994 - October 16, 1995)

Appointed on October 27, he was Aristide's third Prime Minister, and the first to be named after the President's return from exile. Michel had to resign following protests from many factions, who accused him of implementing the IMF's neoliberal policy and of wanting to privatise state-owned businesses.

Born in 1946, she Werleign was Minister of Foreign Affaires and of Religion in 1993 and 1995. Before that, she had been the executive director of the Haitian embassy in Washington.

  1. Rosny Smarth (February 27, 1996 - June 9, 1997)

Smarth resigned his post before a successor could even be found. This left a post at the executive level vacant for nearly two years.

9)Jacques-Edouard Alexis (26 Mars 1999 - 7 Février 2001) Né aux Gonaives, la cité de l'indépendance le 21 Septembre 1947, il est un universitaire, ancien doyen de la Faculté d’Agronomie et de Médecine Vétérinaire de l’Université d’Etat d’Haitiet membre fondateur et premier Recteur de l’Université Quisqueya (1990-1995).Avant d'acceder à ce poste,il occupait celui de ministre de l’Education Nationale, de la Jeunesse et des Sports. 10)Jean Marie Chérestal (2 Mars 2001 - 21 Janvier 2002) Forcé à la démission sous l'accusation de mauvaise gestion, il laissa la primature le 16 janvier 2002 après s'être présenter sa lettre de démission au président Jean Bertrand Aristide. Démission qui ne fut acceptée que le 21 janvier. 11)Yvon Neptune (14 Mars 2002 - 9 Mars 2004) Né à Cavaillon le 8 Novembre 1946, Yvon Neptune est architèque de formation. Sa gouvernance fut l'une des plus tumultueuses de l'histoire des premiers ministres. Il a passé la quasi-totalité de son temps à gérer la crise née des élections contestées de l'année 2000 qui ont aboutit au retour du président Aristide au pouvoir en 2001. 12)Gérard Latortue (9 Mars 2004 - ????) Ancien fonctionnaire de l'ONU, Gerard Latortue,né le 19 juin 1934 aux Gonaives,a été ministre des affaires étrangères du professeur Leslie St Roc François Manigat durant son bref mandat de président d'Haïti en 1988. Choisit comme premier ministre au renversement du pouvoir LAVALAS de Jean-Bertrand Aristide après de nombreuses tractations entre l'ancienne opposition à Aristide et la communauté internationale menée entre autre par les Etats Unis etla France. Son choix sera par la suite validé par le conseil des Sages en absence du parlement.
