Neil Douglas Walter (born 1942) is the Administrator of Tokelau, a territory of New Zealand, since March 1 2003. He had previously occupied that post from February 1988 until 1990. In 2002, he was Secretary of New Zealand Ministry of Foreign Affairs.

He was one of three people addressing the United Nations Special Committee on Decolonization, 10th Meeting, June 23, 2003.
