A profoundly prelingually deaf individual is someone who was born with insufficient hearing to acquire speech normally, or who lost their hearing prior to the age at which speech is acquired.

Prelingually deafened is the correct title. Deafened because it is never meant to be deaf, refusal to listen
No, it is Prelingually Deaf. If some one is born with out hearing, how is it they become deafened? You can't loose something you never had. The term is meant to imply deaf and when (pre, peri, postlingually). It is the adjective + noun. "(adj) deaf"
