Rat King

The Rat King is a fictional character from the Teenage Mutant Ninja Turtles series who has appeared in the original Mirage comics, the 1987 and 2003 television series.
In the 1987 series the Rat King is depicited as a homeless man living in the sewers of New York City. The Rat King can communicate with rats. He plays on his flute to hypnotize the rats, and even Splinter can be hypnotized by the music. He made his first appearence when he kidnapped April O'Neil when she was investigating the city's rat problem, and the turtles were able to rescue her, but not before he took control of Splinter. Throughout the series the Rat King was shown as a questionable character who generally has an obsession of using rats to start his own government, and although he has worked alongside The Shredder a few times, his morals have been somewhat questionable.
In the 2003 series the Rat King is the product of human experimenting, and likely a mutant clone of Agent Bishop, and unlike his 1987 series counterpart he has a somewhat natural ability of controlling rats as they seem to be attracted to him. The Turtles and Casey Jones met him when they went to an abandoned factory for some stealth training. While fighting the Turtles and Casey, the Rat King seemed to demonstrate unusual martial arts talents, which the Turtles seem to notice that they have seen these kind of moves before. Any further details on the Rat Kings origin in the 2003 series has not been revealed yet.
The most distinguishing feature about the Rat King is that he wears some bandages over his body, including his face.
