He was elected on March 7, 2003, and had previously been a lawyer. He became a member of the parliament of Montenegro in 1990, and has been its speaker on three occasions.
He is co-founder of the pro-independence Montenegrin party Democratic Party of Socialists of Montenegro which inherited Communist party of Montenegro. Through all his years in politics he's been playing a role of loyal supporter of Djukanovic and all of his plans.
In November 2003 he issued on behalf of his country an apology to Croatia for atrocities committed during the war and the Croatian president Stjepan Mesić issued an apology on behalf of his country on that day. This is important especialy since he was the author of a infamous phrase "War for peace" that had supposed to justify attack on Dubrovnik in 1992.
